Peter Halmay
President
In 1970, I left my job as a consulting civil engineer and went diving for abalones – and never went back! I have completed over 21,000 dives and now well known in San Diego as the “Urchin King of San Diego”.
Since 1978 I have been involved in building social capital in the fishery. This included being a founding member of two mutual benefit fishing associations, two fishermen’s marketing associations, various advisory committees and commissions.

Joanne Morris
Google Representative
Joanne Morris is a Strategic Negotiator within Global Network Solutions at Google, where she has over 25 years of experience in the fiber optic network infrastructure industry (subsea and terrestrial). She holds a Bachelor’s degree in Electrical Engineering from Manhattan College. In 2015, Joanne joined the SCCFC as the cable owner representative for the Unity, PLCN, and Curie submarine cables.

Gerry Richter
Treasurer & Communications Director
Since early teen years I have been sportfishing in Southern California. My interests evolved into commercial fishing in the mid-1980’s focusing on groundfish fishing which continues to be my passion.
Organizations that I actively participate in include: Pacific Fishery Management Council’s (PFMC) Groundfish Advisory Panel (GAP) since 1998, GAP representative for the National Marine Fisheries Service groundfish stock assessment review team and the CA Dept. of Fish and Wildlife’s Groundfish Task Force.
I joined SBCFLC as Director in 2005 and also serve as the Administrator of the SBCFLC, Inc. Marine Safety Equipment Grant fund project where we provide grants to reimburse commercial fishermen for marine safety equipment such as life rafts and survival suits. Since 2007 I have worked on every fiber-optic cable project conducted in Southern California.

Chris Brungardt, Sr. VP, RTI-I
Director SBCFLC
Chris Brungardt serves as Senior Vice President for RTI-I and is the RTI Infrastructure Representative. He has more than 30 years of experience with submarine and terrestrial telecommunications development in California. He has been involved with the installation of the large majority of the subsea fiber optic cables that have been installed in California in the past 30+ years. He serves as a Cable Company representative on each of the four cable/fishing committees in California. He has served as a Director on the SBCFLC Board since 2016 and currently represents the SEA-US, JUPITER and SX-NEXT cable systems.
